  1. Apply the purpose and objectives of scientific research in proposal development
  2. Retrieve relevant and appropriate published data, information, and scientific evidence relevant to an issue
  3. Discriminate between appropriate study designs
  4. Identify ethical, legal, and social issues of responsible scientific research
  5. Plan data collection, activities, and budget
  6. Apply knowledge management processes and utilize bibliographic tools in proposal development
